Legal Attempts to Restrict Propaganda Broadcasts Related to Crisis in and around Ukraine, 2014-15

In March 2015, the Columbia Global Freedom of Expression initiative held a conference titled, Justice for Freedom of Expression in 2014. The conference brought together international experts on issues related to freedom of expression to present and discuss trends from the past year. Andrei Richter, Director of the Office of the OSCE Representative on Freedom of the Media, presented on legal attempts to restrict propaganda broadcasts related to the Ukraine crisis. His presentation included recommendations on how to counter the rapid spread of propaganda from the OSCE Representative on Freedom of the Media. These recommendations include the promotion of media pluralism and free media, investments in media literacy, state media reforms, an end to media manipulation, and a refrain from introducing new restrictions.
